ESOS Compliance Checklist

Phase 4 | Qualification Date: 31 December 2026 | Deadline: 5 December 2027

1Check Your Qualification

Do you meet ANY of these criteria?

250+ employees
Turnover of £44 million or more
Balance sheet total of £38 million or more
You're a large undertaking in the UK

If YES to any of the above, you likely qualify for ESOS Phase 4.

2Gather Your Data

Last 3 years of utility bills (electricity, gas, oil, water)
Building floor plans and square footage
Details of all buildings in your portfolio
Employee headcount (as of 31 Dec 2026)
Company turnover and balance sheet figures
Details of any energy management systems in place
Previous energy audits or assessments (if any)
Details of any energy efficiency improvements made in the last 3 years

3Building & Transport Information

Document the following for each building:

Address and postcode
Building type (office, warehouse, retail, manufacturing, etc.)
Year built
Total useful floor area (m²)
Primary use
Heating system type
Cooling system type
Lighting type
Any renewable energy systems

Transport (if applicable):

Company vehicle fleet details
Annual mileage
Fuel type and consumption

4Understand Your Compliance Route

Choose one of three routes:

Energy Audit Route - Comprehensive audit of all buildings and transport
ISO 50001 Route - If you hold ISO 50001 certification
Energy Management System Route - If you have an accredited EMS in place
Confirm which route applies to your organisation

5Appoint Your Lead Assessor

Confirm you'll use a directly employed, CIBSE-accredited lead assessor
Ensure they hold current CIBSE membership (MICBSE or TIET)
Verify they have HND in electrical/mechanical building services engineering
Check their continuous professional development (CPD) is current

6Audit Requirements

Your lead assessor will:

Conduct on-site visits to all buildings
Review utility data and consumption patterns
Identify energy-saving opportunities
Calculate potential savings (kWh and cost)
Assess payback periods
Document all findings in a detailed report

7Build Your Evidence Pack

Qualification evidence (employee count, turnover, balance sheet)
Utility bills and consumption data (3 years)
Building information and floor plans
Transport data (if applicable)
Energy audit report
Details of energy-saving recommendations
Payback period calculations
Lead assessor's credentials and declaration

8Director Sign-Off

Review the audit report with your leadership team
Confirm accuracy of all data and findings
Obtain formal sign-off from a director or company officer
Document the sign-off in writing

9Notify the Environment Agency

Submit your ESOS notification to the Environment Agency by 5 December 2027
Include your audit report and evidence pack
Keep copies of all submissions for your records

10Post-Compliance Obligations

Develop an action plan for implementing energy-saving recommendations
Review and update your action plan annually
Monitor progress on implemented measures
Keep records of all energy-saving actions taken
Be prepared for Environment Agency compliance checks
